I approached Dr. Serafin L. Ngohayon and requested him to write how he wanted to be introduced. I said I read his bio data in the Igorot International Consultation -5 Souvenir Program, where in his opening sentence, he wrote that education would liberate him from poverty.

For his introduction, Dr. Ngohayon wrote:

Born of very poor parents (farmers.) Proved that ‘education can indeed liberate men and women from the shackles of poverty and ignorance.’ He worked his way through education by working in the convent until he finished high school and college.

Pursued education with excellence. Finished his Bachelor in Psychology (Magna cum laude); Master of Science in Psychology and Ph.D. in Psychology at the University of Hiroshima as a scholar of the Japanese government.

Elected/appointed President of Ifugao State College of Agriculture and Forestry (ISCAF) in 2003 at the age of 35 and lead the transformation of ISCAF in the Ifugao State University in 2009.

He is a recognized academic leader in the Philippines.
